Soft power and public diplomacy were widely adopted by countries following the end of the cold war and in the early decades of the 21st century in a unipolar world as means to gain international influence and leverage. However, the return to a more bipolar world, marked by the growing distance of the West from the non-Western alliance of China, Russia and much of the Global South, bring new challenges for advocates of soft power and public diplomacy, especially in times marked by a number of notable war. The papers in this panel examine the role and effectiveness of soft power and public diplomacy in this new era.
