American political development tackles questions about state-building and institutional growth. This session would focus on the development of police institutions as a core facet of what Weaver and Soss call, "the second face of the state". Police institutions are shaped by perceptions of crime and racism over time. This session includes papers following the development of municipal police forces, police unions, and police budgets--spanning the 19th century to the 1990s. This session ultimately presents new research on a contemporary issue that uses methods in APD.
