The current study examines the impact of extreme catastrophic events on changes in public administration. Specifically, it explores the role of trust in public administration organizations and the utilization of co-production in enhancing
the ability of communities to deal with crises. The study is based on interviews with approximately 20 local elected
leaders and community leaders who describe their experiences and evaluation of the crisis and the changes in trust in general and in other public organizations. Furthermore, I aim to understand the role of co-production in
managing this crisis.
