Evacuation of Israeli Citizens from the North and South after October 7th

Abstract

This paper examines the preparations and actual real-time functioning of the national and local governments as well as the army revea egregious errors both in planning and in performance of the duties designated to each of the actors. An attempt to create a national database by which to track and monitor the evacuees failed to work and only spotty indications exist of how many actually relocated, to where and for how long. Moreover, to date, the oversights have yet to be addressed and lessons need to be learned. An evaluation of the evacuation decision-making process as well as its execution should be helpful in future planning not only for Israel but for other countries suffering the wages of war.
