How has Russia's war against Ukraine affected local level community organization in Ukraine? Using local level data available from a research project at the Kyiv School of Economics, I examine how war influenced the number of community centers, health declarations, and homeowners associations. On the one hand, war is thought to significantly depress civic engagement. On the other hand, data from around the world has shown that war can drive civic activism. The 1,469 hromada (territorial communities) in Ukraine provide an opportunity to study this question which has broad implications for understanding local level community organization around the world.
