Commitment & Follow Through: Implementing Justice Provisions in Peace Agreements

Abstract

This article introduces new data on the implementation of justice provisions in peace agreements. It builds on existing work tracking the content of peace agreement provisions from 2002-2019, focusing specifically on provisions related to transitional justice. It identifies substantial variation in the duration of implementation and in the level of completion of implementation of transitional justice commitments. This variation is particularly pronounced across peace agreements, but is also apparent across different types of transitional justice provisions within individual agreements. This novel data highlights the role different domestic and international stakeholders can play in translating transitional justice commitments into on-the-ground realities.
