In the field of public administration, studies abound concerning the effect of administrative boundaries or natural characteristics on inter-local government collaboration in natural resources management. However, few studies explore how the interaction between administrative boundaries and natural characteristics impacts inter-local government collaboration. In this article, I select rivers and lakes, which are typical natural resources, and identify six interaction modes. Then I examine how these six interaction modes contribute differently to the inter-local government collaboration networks on managing rivers and lakes.
