Research on the policymaking of cabinet ministers in coalition governments usually examines their legislative efforts. However, along the benefits of legislation, legislation. Noting that each venue imposes risks, in this paper we examine under which conditions ministers choose legislation to promote their goals. The paper is based on a unique dataset of cabinet decisions in Israel from 1989-2022. Cabinet decisions in Israel are unique because they include legislative and non-legislative policy decisions introduced by the cabinet ministers. We examine the effect of the policy area, the political power of the minister, and the nature of the ministry responsible for the policy. The research highlights the importance of examining various policymaking venues. In addition, it contributes to a better understudying of policymaking in coalition governments in general and of cabinet ministers in particular.
