How to Transform the Policy Advocacy Model of Grassroots NGOs in China?

Abstract

The policy advocacy of grassroots NGOs is affected by multiple variables. From the perspective of society-state relations, an “ embeddedness-response ”
analytical framework for policy advocacy can be established. This analytical
framework focuses on the two variables of grassroots NGO embeddedness and
government responsiveness, and distinguishes four modes of policy advocacy:
cooperative, forced, exploratory and conflictual. This article takes the field of Chinese
waste management as an example to discuss how the four modes can be transformed
when grassroots NGOs carry out policy advocacy. Grassroots NGOs are embedded in
the governance process to carry out policy advocacy, and the government can absorb
more opinions from outside the system to promote policy optimization. This is an
improvement path for grassroots NGOs to strengthen their social embeddedness and
accelerate government responsiveness.
