Resilient by Design: An Investigation of Climate Adaptation Laws in New England

Abstract

Amidst escalating climate change impacts, communities are increasingly adopting climate adaptation policies. Yet, in practice, which specific features within these policies are driving effective climate resilience? This study, drawing on intricate data from the Climate Change Resilience and Adaptation in New England (RAINE) Database, employs a rigorous approach using hierarchical multilevel Least Absolute Shrinkage and Selection Operator (LASSO) regression to comprehensively examine the specific features of climate adaptation policies while addressing multicollinearity. Our analysis goes beyond traditional models, shedding light on the specific policy features that contribute to climate resilience. The analysis reveals that "Economic Vulnerability" and "Infrastructure Built" county-level policy features emerge as significant positive drivers in fostering climate resilience. This innovative methodology provides a granular understanding of the intricate relationship between specific policy features and climate resilience. The research then delves into a detailed explanation of what constitutes these economic and infrastructure-based adaptation policies, integrating in-depth examples to speak to their practical application. For example, by strategically integrating economic considerations, the the Municipal Vulnerability Preparedness (MVP) Program in Massachusetts exemplifies a comprehensive approach that extends beyond climate impact mitigation, concurrently fostering economic development, thus leading to a more climate-resilient society. The study contributes nuanced insights into effective strategies for climate resilience, emphasizing the need to disentangle the multifaceted relationships within climate-related policies. Overall, this research enhances our understanding of the specific policy features crucial for building climate resilience and supports informed decision-making for future climate policy frameworks.
