A wealth of recent research has found that ethnic minorities face unique barriers when attempting to use a strategy of unarmed resistance. While studies identifying such structural obstacles are numerous, examinations of what marginalized groups can do to overcome these challenges are few and far between. This study attempts to fill that gap. We focus on one potential strategy these groups might use: turning to international actors, such as states, INGOs, or diaspora groups for support. We employ a mixed method “nested analysis” design, pairing an analysis of cross-national data with selected case studies. The findings contribute both to the study of nonviolent action in ethnic conflicts as well as to the transnational dynamics of multi-actor conflicts.
